Even Better Place: America in the 21st Century by Richard
Gephardt (1999). This book was originally intended to set the
tone for Congressman Gephardt's 2000 Presidential campaign -- a
race Gephardt never ultimately entered. Still, the book remains
in print and spells out his concerns. Although he does have specific
recommendations in areas like public education and international
trade, Gephardt's main theme is one of reinvigorating what he sees
as the two main components of liberalism: community activism and
citizen participation. His goal is to move away from the destructive
politics of personal attacks and reassert an active commitment to
fulfilling values and ideals. He lays out his ideas -- formulated
through three decades in the political process -- in a clear, straightforward
style. "Democracy and freedom depend upon all kinds of citizen
participation. Without it, they will die -- maybe sooner, maybe
later, but they will die," he wrote. It may not be very exciting,
but it does clearly set forth his reasons for running on the issues
